Everything you need to know about the scheme
The key ambitions of the EPR scheme are to:
- guarantee the collection of waste oils throughout French national territory;
- provide free collection for holders;
- encourage the regeneration of waste oils (a process that restores their original properties and eliminates contaminants) as opposed to energy recovery;
- increase the proportion of regenerated and recycled oils in the manufacture of new oils.
Products concerned
Lubricant and industrial oils - those likely to generate waste oils - used for the following purposes:
- combustion engines and turbines;
- gears;
- movements;
- compressors;
- multi-purpose;
- hydraulics systems and shock absorbers;
- electrical uses;
- quenching oils;
- neat oils for metalworking;
- used as heat transfer fluid.

List of products concerned
This non-exhaustive list of products concerned is published by the producer responsibility organisation Cyclevia.
The producers concerned by the lubricants EPR scheme are: “natural persons or legal entities that, as part of their professional activities, either produce oils and lubricants in France, or import them from a European Union country or a third country.
Persons and entities importing equipment containing oils (other than motorised land vehicles such as motor vehicles or non-road mobile machinery) for the first time are not considered producers.

When a producer joins a producer responsibility organisation (PRO), it pays the organisation an EPR fee in return for the latter taking responsibility for its obligations relating to the products it places on the market.
This amount may be modulated upwards or downwards depending on the environmental characteristics of the products. A bonus rewards virtuous practices, while a penalty is applied to a product with characteristics that have a significant impact on the environment or human health.

To ensure that waste oils are managed correctly, a number of rules must be complied with:
- Waste oils must be collected separately, and must never be mixed: They must be collected separately and it is prohibited to mix waste oils with different properties or that are combined with other types of waste.
- Consignment note: When collecting waste oil, the collector is required to issue the holder (garage mechanic, industrial firm, haulier, farmer, waste collection centre manager) with a consignment note. This document must specify the quantity and quality of the oils collected.
- Double sampling: The collector/consolidator is required to take double samples of the waste oils in order to detect any contamination.
- Transfer and treatment: Waste oils must be transferred and consolidated or treated at Installations Listed for Environmental Protection (under French 'ICPE' regulations) or equivalent facilities abroad.
- Traceability: From 1 July 2022, collection operators are required to register with the producer responsibility organisations in order to ensure the traceability of waste oils.
Complying with these rules enables us to manage waste oils more responsibly and sustainably, and thus protect the environment and public health.

It is based on a simple, intuitive search engine: by entering an object or waste item, users can find out how to dispose of it responsibly.
An interactive map also shows them where they can find their nearest collection, repair and reuse points.
