The key issues for the sport and recreational boats EPR scheme are to:  

• Develop recycling channels for composite materials;  
• Introduce a life cycle approach including the deployment of ecodesign;
• Contribute to the handling of end-of-life boats and limit the pollution caused when they are abandoned;
• Structure the reuse channels. 

Products concerned 

The products concerned by the EPR scheme are: 

• recreational craft with a hull length between 2.5 and 24 metres used by natural persons or legal entities governed by private law either for their personal use, for leisure or sporting purposes in particular, or for training in recreational boating, excluding boats propelled by human power;
• personal watercraft intended for sports and leisure purposes with a hull length of less than 4 metres equipped with a propulsion engine having a water jet pump as their primary source of propulsion and designed to be operated by a person or persons sitting, standing or kneeling on, rather than within the confines of, a hull (jet skis, water scooters).

Do your products contain lubricants ? 

You may come under the lubricants (LUB) scheme. 

The producers concerned are: “Any person who, in a professional capacity, produces, imports or introduces for the first time on the national market, sport and recreational boats intended to be transferred to the end user either in return for payment or free of charge using any selling technique whatsoever. Where these boats are transferred under the brand of a reseller or an ordering party and this branding results from a contractual document, this reseller or ordering party shall be considered the producer.”

The APER producer responsibility organisation has been officially accredited by the public authorities to set up and operationally manage this scheme throughout French national territory (mainland France and the overseas departments and territories). 

Prevention 

A prevention component was added to the sport and recreational boats EPR scheme fairly recently.  

The role of the producer responsibility organisation is to engage with the various actors, including those in the social and solidarity economy, in order to promote and set up reuse channels for boat parts and some types of end-of-life boats.  

Collection and treatment 

The APER producer responsibility organisation is in charge of receiving, decontaminating and treating end-of-life boats, and of the administrative procedures including the deregistration of these boats.  

APER is also involved in the stages prior to receipt at the treatment site, including transport between the holding site and the treatment site under the procedures specified on its website.

End-of-life boat treatment facilities are Installations Listed for Environmental Protection covered by section 2712-3 of the French ‘ICPE’ regulations.
