These indicators are compiled on the basis of data from the previous year (N-2) reported by the producer responsibility organisations and individual compliance schemes via the declaration tool in accordance with the AGEC Law and the ministerial order concerning data in EPR schemes.

The key ambitions of the vehicles EPR scheme are to: 

  • Combat illegal channels;
  • Encourage reuse by developing the dismantling of parts from end-of-life vehicles (ELVs);
  • Establish new collection channels, particularly via free collection at the place where the vehicle is held;
  • Strengthen the waste treatment hierarchy by encouraging the recycling of elements that cannot be reused;
  • Foster circularity;
  • Develop traceability and data collection. 

The products concerned by the vehicles EPR scheme are: 

  • vehicles in categories M and N (vehicles carrying passengers and vehicles carrying goods with a maximum authorised mass (MAM) of less than 3.5 tonnes);
  • vehicles in category L (2- and 3-wheel vehicles and quadricycles). 

The vehicle categories are defined in article R311-1 of the French Highway Code in line with Regulation (EU) No 168/2013 and Directive 2007/46/EC.

The producers concerned by the vehicles EPR scheme are: “Any natural person or legal entity that, in a professional capacity, either produces in France or imports or introduces for the first time on the national market, using any selling technique whatsoever, new vehicles falling within the scope of the vehicles scheme and intended to be transferred to the end user.”

    This text defines the rules for managing end-of-life vehicles (ELVs), particularly with regard to their collection and treatment. It specifies the conditions and procedures for implementing the extended producer responsibility (EPR) obligation applicable to persons and entities (manufacturers, importers) placing these vehicles on the national market. It sets out their financial obligations in regard to the costs of collecting and treating ELVs, and to managing abandoned vehicles. It also lays down specific requirements for local authorities in the French overseas territories, in order to address the specific challenges of managing ELVs there.
  • Prices and conditions for sale of spare parts from the circular economy in the context of vehicle maintenance or repair services: Article L. 224-67 of the Consumer Code   
    Any professional who markets maintenance or repair services for motor vehicles or two- or three-wheeled vehicles shall allow consumers to opt, in certain categories of spare parts, for the use of parts from the circular economy instead of new parts.
  • Consumer information on prices and conditions for sale of spare parts from the circular economy in the context of vehicle maintenance or repair services: Order of 8 October 2018  
    This order complements the provisions of the decree of 30 May 2016 relating to the use of automotive spare parts from the circular economy (PIEC). It ensures that consumers are clearly informed of their right to opt for such parts, and that they are provided with all the information they need to make a fully informed decision, particularly as regards price and origin.
  • Use of automotive spare parts from the circular economy: Decree no. 2016-703 of 30 May 2016  
    Professionals who market maintenance and repair services for passenger vehicles and light commercial vehicles must offer consumers the option of using circular economy parts instead of new parts.
  • Assessment of the economic balance of the end-of-life vehicles scheme: Order of 22 August 2013  
    This order specifies the procedures for undertaking an economic assessment of the ELV scheme, carried out by the body dedicated to this purpose.
  • Provisions applicable to Installations Listed for Environmental Protection (ICPE): Order of 26 November 2012  
    This order lays down the provisions applicable to Installations Listed for Environmental Protection (abbreviated ‘ICPE’ in French) subject to registration under section 2712-1.
  • Authorisation for operators of ELV treatment centres and ELV shredding facilities: Order of 2 May 2012  
    Introduces a new obligation for operators of ELV treatment centres and ELV shredding facilities in France to obtain prefectural authorisation in order to treat end-of-life vehicles. This order establishes the specific conditions and criteria to be met in order to obtain this authorisation.
  • Construction of vehicles, components and equipment relating to the disposal of end-of-life vehicles: Order of 9 March 2012  
    This order defines the conditions for the use of lead, mercury, cadmium and hexavalent chromium in vehicle components and materials, as well as the coding applicable to these components and materials, in order to facilitate their identification for reuse and recovery.
  • Community law on end-of-life vehicle management: Decree no. 2011-153 of 4 February 2011  
    From 31 March 2011, the registration of any vehicle for which there is a declaration of purchase for destruction or a declaration of intent to destroy, but no declaration of physical destruction, is cancelled.

    This order defines the methods used to calculate the various targets sets by EU and French regulations on reuse, recycling and recovery.

European Union regulations 

  • Directive no. 2003/53 of 18 September 2000 complemented by several decisions  
    The ELV (End-of-Life Vehicles) Directive is a piece of EU legislation adopted in 2000 that aims to regulate the way in which end-of-life motor vehicles are treated so as to reduce their environmental impact and promote the recycling of materials. 

The producer responsibility organisation 

Recycler Mon Véhicule (‘Recycle my Vehicle’), is a non-profit organisation governed by the French law of 1901, created in January 2024. In April of that same year it was accredited as the producer responsibility organisation (PRO) in charge of managing end-of-life vehicles (ELVs) on behalf of producers of passenger vehicles, light commercial vehicles, two- or three-wheeled motor vehicles, and motorised quadricycles. The creation of this PRO was initiated in early 2023 by the International Chamber of Automotive Manufacturers (CSIAM), with a view to enabling its members to meet their extended producer responsibility (EPR) obligations.

Recycler Mon Véhicule acts as the interface between holders of ELVs and ELV treatment centres. It enables holders to locate their nearest ELV treatment centre in order to drop off their vehicle there or request free collection directly from the vehicle’s location. In keeping with its role as a PRO, once the vehicle has been collected, Recycler Mon Véhicule ensures that the treatment operations undertaken comply with the current regulations. In parallel, it takes part in prevention actions in the form of communication campaigns aiming to raise public awareness of best practices in the area of ELV management.
 

Treatment centres 

ELV treatment centres handle the collection of ELVs free of charge from final holders throughout French national territory, under contracts with the PRO. They also guarantee that the ELVs are treated in accordance with the regulations and help to ensure the traceability of the flows resulting from the ELV treatment operations.
 

Shredders 

Shredders ensure the continuity of ELV treatment by receiving the vehicle shells sent to them by the ELV treatment centres, and then by recycling and recovering the materials they contain. They also ensure the traceability of the flows resulting from the vehicle shell treatment operations.
 

Holders 

Delivery of the ELV to an accredited actor by the last holder is essential for the smooth operation of the EPR scheme. Recycler Mon Véhicule is working with other actors to create a one-stop shop, making it easy for holders of ELVs to find treatment centres. This system simplifies access to compliant and efficient solutions for managing ELVs, thus underpinning the regulations, making the EPR scheme sustainable, and helping to combat illegal activities. 
  
 

Local authorities in French overseas territories 

Local authorities in French overseas territories benefit from enhanced support. Recycler Mon Véhicule is working with other actors to develop the scheme in these departments and regions, by helping them draw up action plans specifically tailored to the challenges they each face.
